The perspective gives a great sense of uniformity, like there's no individuals to be found in the image, which is enhanced by the flattened colour scheme.
The dereliction is really effective in bringing out the emotions and sadness of the photo, emphasising the inevitable lack of warmth and unfortunately love in orphanages. The dreams in your title are evident in the setting - beds - but have been broken by time and tainted with sadness even if they were originally happy, bringing a morbid feeling to the image.
Technically, the exposure is also lovely, great even tones and sharpness.
